Diplomacy & Paradiplomacy course content:

The course is devoted to the theme of negotiation and decision-making in foreign policy. Indeed, the course analyses decision-making processes, domestic factors, the ideas and identities that shape foreign policy; and the actors of foreign policy – States, firms, multilateral organizations, the media, etc.
It also presents the major theoretical approaches through which foreign policy has been explained and interpreted. These approaches alternatively put the focus on notions of States’ national interest, rationality within the international system, and power (and its various definitions).
The course appeals to students interested in engaging in theoretical debates about what is commonly called “diplomacy”, as well as those eager to contribute effectively to policy-making regarding issues of war and peace, bilateral and multilateral diplomacy, international cooperation, etc.

Objectives of the Diplomacy & Paradiplomacy course:

The aim of the course is to explores the international behaviour of States and other relevant actors of foreign policy (firms, multilateral organizations, the media, etc.) and their interactions in international politics. During the course, students will develop the following abilities:
1) Identify the main actors, trends and dynamics of foreign policy;
2) Analyze the way in which the actors of foreign policy (States, firms, multilateral organizations, the media, etc.) reframe the relations and interactions in international politics;
3) Better understand the functioning of the actors of foreign policy, and to critically reflect on their rationales, their social uses and utilities and their endogenous and exogenous dynamics;
4) Acquire knowledge of the origins, social rules and transformations of diplomacy;
5) Produce contextualized and critical analysis of foreign policy that is relevant for the press, policy-makers, the private sector or civil society;
6) Participate in real-life and policy-oriented discussions about foreign policy and diplomacy;
7) Use theoretical and analytical tools to explain case studies and approach specific topics, including current events;
8) Identify the main topics and debates, arguments and theories of diplomacy & Paradiplomacy;
9) Develop academic research skills and a taste for foreign policy analysis;
10) Improve their ability to write academic essays.

Prerequisites:

A good command of the French language is required. In addition, the course includes compulsory readings, and most of these texts are in English. Therefore, a good command of academic English is strongly recommended.

Teaching methods:

The course will take the form of 12 online courses of 1 hour and 30 minutes each. Before each lecture, students must read two compulsory readings.
The teaching language and evaluations are in French. For reasons that will be discussed during the course, however, most of the compulsory readings are in English. Additional readings in French are available if you have any difficulties understanding the English language.
Each lecture includes:
• A presentation outlining the main aspects of the weekly topic;
• A discussion about the readings;
• The presentation of case-studies. They usually have a geographical focus or are inspired by the news;
• The use of empirical data and theoretical reflections;
• The use of maps, videos (documentaries or films, interviews with practitioners or academics), press articles, etc.

Evaluation:

Your final grade for the course will be based on one essay (2000 words, which does not include the bibliography). Students will have to choose between two topics, which will be communicated by email or on Policy Center’s website. The essay must draw mainly on the content of lectures and compulsory readings. The use of outside sources is secondary and needs being well referenced in footnotes. Students will have to send by email their essays on the deadline before midnight. Deadlines are strict and late essays will not be accepted.
